ESSENTIAL DUTIES: The Budget Manager is responsible for the financial reporting for the Supreme Court. This position also documents, reviews, and analyzes financial transactions involving state appropriations and federal funding appropriated to the Supreme Court for the operation of the judicial branch.

FUNCTIONS INCLUDE:

  • Develops methods and procedures used to analyze and document the status of expenditures and prepares fiscal year budgets.
  • Prepares ad hoc reports and reviews current financial documents for use in reviewing, monitoring, and developing varying levels of financial documents.  
  • Manages the creation and dissemination of budget forms required by the General Assembly, the Governor's Office, and the Legislative Research Unit. 
  • Oversees the monthly reporting of expenditures, contracts, and obligations within the judicial branch.
  • Supervises the work of several budget analysts.
  • Manages and ensures compliance for all of the judicial branch financial reporting to the Office of the Comptroller, including the Generally Accepted Accounting Principles (GAAP) reporting and the Public Accountability Report (PAR).
  • Monitors and manages state and federal grant contractual agreements, expenditures, and reporting to ensure compliance and adherence with federal guidelines, the Judicial Branch Procurement Code, and the Office of the Comptroller's Statewide Accounting Management Systems (SAMS) manual.
  • Manages fiscal year information in the Accounting Information System (AIS) for appropriated and non-appropriated funds, receipt accounts, and fund transfers.
  • Provides guidance and assistance to judicial branch managers in activities involving procurements and contractual agreements.
  • Reviews and recommends changes to policies and procedures for further refinement.
  • Performs other duties as assigned.

EXPERIENCE AND EDUCATION:  A Bachelor's degree in accounting, business, public administration, or a related field with a minimum of three to five years professional experience in accounting, budgeting, or government accounting with supervisory experience is required. CPA certification is preferred.

Successful candidates must possess working knowledge of accounting principles, methods and procedures relating to state accounting; working knowledge and understanding of state accounting requirements, as well as experience preparing and/or managing state GAAP and PAR reporting; knowledge and understanding of internal controls; ability to collect, analyze, and compare complex data, evaluate solutions and identify consequences of decisions and recommendations, and prepare reports; demonstrated proficiency in Microsoft Office Professional Suite; knowledge of the Office of the Comptroller's Statewide Accounting Management System (SAMS) and Central Management Services' Accounting Information System (AIS); ability to maintain confidentiality; ability to use independent judgment within established practices and procedures; knowledge and use of supervisory principles and practices; possess excellent analytical, organizational, project management, and interpersonal skills; ability to maintain a variety of functions and projects simultaneously and meet required deadlines and schedules; ability to perform extremely accurate work and strong attention to detail; and possess strong oral, written and interpersonal communication skills.

PHYSICAL REQUIREMENTS:   This position requires the ability to sit and stand for extended time periods. This is a professional office environment requiring extensive use of a personal computer, telephone, facsimile, copier, scanner and other office technologies.
