The Office of Statewide Pretrial Services’ (OSPS or Office) is a statewide office that provides pretrial services under the Pretrial Services Act, 725 ILCS 185. The Office’s mission is to assist in the administration of justice and promote community safety by ensuring fairness and equality in the pretrial process. OSPS prepares pretrial investigation reports for the courts and supervises individuals released from custody as directed by the court.

ESSENTIAL DUTIES: The Payroll Manager is responsible for the management, coordination, and supervision of the payroll functions for the Office of Statewide Pretrial Services (OSPS). This individual works with considerable independence, exercising professional judgement under the general supervision of the Chief Fiscal Officer in the Fiscal Division.

FUNCTIONS INCLUDE:

  • Plans, organizes, directs, controls, and communicates payroll functions for the OSPS employees and ensures compliance with all state and federal payroll methods, policies, rules, and procedures.
  • Assumes responsibility and accountability for accurate payroll records, voluntary and involuntary payroll deductions and timely processing of payroll updates including new hires, terminations and changes to pay rates.
  • Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.
  • Prepares bi-weekly, monthly, quarterly and yearly reports for federal and state taxes, social security, retirement, unemployment and other deduction agencies.
  • Coordinates with Human Resources and OSPS management teams to address payroll questions or concerns.
  • Responds to employees regarding payroll policies, procedures or problems.
  • Administers special check requests for appropriate situations including the replacement of lost checks and correcting overpayments to separated employees.
  • Response to authorized payroll information inquiries such as verification of employment by courts, financial institutions, and both internal and external auditors
  • Completes retirement reports for individuals terminating from SERS.
  • Prepares payroll supplementals and reversals in accordance with complex regulations and interpretation of the Illinois Comptroller’s rules and regulations.
  • Coordinates operational activities with outside agencies (such as Central Management Services and the Illinois Comptroller’s Office) as required for efficient and effective operation.
  • Establishes policies and procedures to maintain or improve payroll services to employees, annuitants, survivors and dependents.
  • Reviews and advises of legislation and state or federal policies and procedures affecting payroll.
  • Maintains the payroll system calendar, and schedules and coordinates changes with the Illinois Comptroller’s Office and financial institutions.
  • Serves as a supervisor by providing instructions, setting expectations, observing performance, providing feedback through ongoing and annual performance evaluations, participating in the hiring process, and recommending corrective or disciplinary action when necessary.
  • Performs other duties as assigned.

EDUCATION AND EXPERIENCE:

Minimum Qualifications:

  1. A Bachelor’s Degree.
  2. Seven or more years professional working experience in a public or private organization.
  3. Three or more years of progressively responsible experience working in payroll or human resources.
  4. Proficient in the use of Microsoft Office products (i.e., Word, Excel, Access, PowerPoint, Outlook).
  5. Must possess a valid Illinois Driver’s License and demonstrate proof of automobile insurance to operate a personal vehicle on state business, as well as maintain a safe driving record.
  6. Effective oral and written communication, presentation, facilitation, and interpersonal skills.

Preferred Qualifications:

  1. A Master’s Degree.
  2. Five or more years of progressively responsible experience working in payroll or human resources.
  3. One or more years supervisory experience.
  4. Ability to positively and professionally interact with co-workers

PHYSICAL REQUIREMENTS:

  • Ability to sit for extended time periods.
  • Professional office working environment requiring telephone usage and ability to process written documents.
  • Ability to travel, mostly within Illinois, including overnight stays, as required.
